AN ECHO OF BREST-LITOVSK BOLSHEVIK OFFER TO THE ALLIES. ■ Washington, March 6. Mr. Raymond Robins, formerly head of the American Red Cross Commission to Russia, testified before the Propaganda Investigation Committee that the Bolsheviki made an offer to Britain and the United States in February, 1918, to resume the war against Germany, provided assistance was forthcoming. Britain and the United State? did not reply, and the Bolsheviki induced the AllRussia Soviets to ratify the Ba-est-Litovsk Treaty.—Aus.-N.Z. Cable Assn.
