AN OFFICIAL STATEMENT THE ORIGINATING CAUSE By Telegraph—Presß Association-Copyright London. March 8. The Ministry for the Overseas Military Forces 'has issued an official statement regretting the incident at Kinmel Park at Rhyl, particularly in view of the splendid discipline record of the Canadians during the war period. The statement explains that the pairk has been a concentration area since the armistice, where troops are sorted into drafts according to their destination in Canada. The failure of the Ministry of Shipping to furnish sufficient ships to carry out the Februany programme, caused great disappointment and was chiefly responsible for the disturbances. The Chief of the General Staif addressed the men at fifteen different places. It is unlikely that there will be further disturbances. Fifteen thousand of all ranks are in camp. Many of the offenders were arirested, including twelve civilians. Three of the rioters and also two men on picket duty were killed, and twenty-one, including two officers, wounded.—Aus.-N.Z.
