The "New York Times" correspondent at Toronto states that Sir Sam Hughes, er.-Minister of Militia, in a speech in the Canadian House of Commons charged Canadian officers on the West front with needless sacrifice of the lives of the men for the purpose of gaining personal advancement. He said he had protested to Sir Robert'Borden regarding the needless slaughter at Cambrai, Lens, and Passchendaele.
