RECEPTION ARRANGEMENTS. Councillor W. H. P. Barber presided. The Press were not. admitted. All that could bo gathered was that preliminaries, as to procedure were discussed, and that the reception would be mainly in tho shape of demonstrations on tho harbour on the arrival of the vessel, and a- grand serenade to the men during the evening.
