NEW STILES OF PROCEDURE. London, February 19. In the House of Commons. Sir Gordon Hewart, Attorney-General, moved the consideration of the new rales of procedure by which all Bills are to ; be referred to standing committe® with the exception of those dealing with finance, the Consolidated Fund, appropriations, and sniad non-contentious Bills. The Estimates would be referred to standing committees, but votes determining the number of officers and men in the Navy, the Army, and the Air Force would be dealt with in Committee i of Supply. Sir D. Maclean declared that the 1 Government's proposals meant handing , ovefr financial matters to standing committees at a time when all ideas of vaiiies wero lost, and when the national credit was pledged for a generation ahead. Mt. Bonar Law defended the proposals, whioh wero especially necessary owing to tho heavy business of the session. J. lie proposals applied for only one year, and could bo revised if necessary.—Aus.-N.Z, Cab'ie Assn.
