Sir—l think that subscribers to, if not:, indeed, nil readers of, a newspaper are entitled to know what precisely is meant by tho "heading" or "footing.' ' Publish-, eil by Arrangement," so often met with in the Press. We know, what is meant by the terms "advertisement", and "communicated," but there seems some mjrsj tery about "Published by .arrangement. Are communications, under or over f thoso "mysterious" words, paid for, or aro those communications' inserted (for, or without, a "consideration"), in swell a "privileged" wav that their contents cannot be criticised on their merits, or m the public interest—unless .' would-be critics pay for the privilege of indulging* in such criticism? , » I havo asked a prominent director of one of vonr contemporaries if he could explain the matter to mo; but' he professed to be unable to. It is surely in the public interest that the "implications" of the term be clearly and public! v stated.—l am, etc.,
