SOLDIERS AND THE SOVIET CONGRESS.
New York, December 22. Mr. Dosch Plcnrot states that a score of soldiers, claiming to represent all the troops now in Berlin, tried to break up tho session of the Congress of Soviets. Unless the returning troops completely changed in a few days, it is unlikely that they will support these troops, who demand Ihe removal of all officers from authority, Hie elevation of the Soldiers 1 ' Council to supremo power, and the removal of von Hindenburg and his staff. The Berlin correspondent of Hie "Daily Express" states that Hcrr Rathenan, head of tho German General Electric Company, the largest employor in Germany, stated in an interview that Germany is ruined industrially, economically, and politically for generations. He said he believed the German peoples are only guilty of believing what was told tliein. Hen- Ratheiiau declared that half of Germany's population could live on the products of tho country; the other half was dependent,on its industries, for which materials must be bought and paid for by what Germany could sell. There would be a great tide of emigration to South America, the Far East, and TCussia. resulting in the "Balkanisation" of Europe. "The disappearance of Germany from a position of importance .will be the most dangerous fact in history. Sooner or later tho Eastern Power's will press on Western civilisa-tion."—Aus.-N.Z. In Berlin, exclusive of'the strikers, there are nearly seventy thousand unem-' ployed in the city. The German Finance Ministry is considering a proposal to compel all corporations to increase their capital stock by one-fourth, the increase going to the State Governments. A new Central Executive Committee has been completed. The Socialist members are largely in the majority, and are giving the Cabinet the support which was previously lacking. A number of Radicals of the Labour type have been eliminated. Coblenz -reports that the German propaganda, in districts occupied by the Americans have been abruptly ended by the establishment of a strict censorship over the newspapers, the theatres, and the "movies."—Renter. hindenbwslew army ~ (Rec. The "Daily Mail's" Conenhagon correspondent says that the German Government hns accepted von Hindenburg's plan to form- a People's Guard or National Army.
