o _ INCREASES TO BE PAID STATEMENT BY THE MINISTER Increases in teachers' Salaries wero provided for in tLe Appropriation Act Passed at the rising of Parliament last session. Tho clause gave (lie Minister of Education power to cxnend the sum l of .£IIB,OOO for this purpose, and regulations to govern tho distribution of the i money have been under preparation .for [ some time. • Tho Hon. ,T. A. Hanan (Minister of Education) stated to a reporter yesterday that the new α-egulations had been approved by Cabinet and would fce gaaettcd this-week. They are to como into operation on January 1 next, and will provide for increases averaging about =020 for eacli teacher, varying from J!10 to «£3O. The .principal alterations- will be as follow (the fibres in parentheses are tiioso under the existing scale) :— Head Teachers. Grade 1 (,£llO-.£H-0), .mO-.CIGII. Grade 2 (,£HO-,£WO)., ,£IGO-.C220. ■'■ Grade ,'ia. (iE2flfl-Jj2afl). J220-.C270. Grade 3b (.£2na-.£250), ' Grade i {XM-mO), X2BO-je.330. Grade S (,£320-,£360), .£34fl-.£3SO. Grade fi (.ESrO-.ClOO), ,£3SO-.£+lo. Grade 7 Tho house allowances for thwe teachers will bo tho same as at preeent, except that in (he case of grade 2 (average attendance of 21-35) it will be X'fll per annum instead of ,£2O as at present. Assistants.' Grade 1 (JCIIO-«£I20), .£l2O-.£HO. Grade 2 (,£l2O-XUfl), JCUO-XlfiO. Grade 3 JUGO-JEMO. Grade 4 JE2IO-X240. Grade 5 (X"230-.t'250), i:250-^270. Grade G (J:250-.£280), ir27o-^2'JO. Grade 7 (X-290-JC3IO), JiM-MW. Grade 8 (,£320-.£3GO), X330-J8370. ■ Married male' assistants, in addition to these salaries, arc to receive an allowance of X3O (>CIO more than at present) so that all married male assistants will receive immediate increases of JI2O or ,£3O. The increases' outlined above will bo in addition to the annual increments (if any) that teachers would Ijo entitled to niider the present Act. , Smaller Classes, The regulations also provide for intreasing the staffs of niaiiy of the larger schools. Hitherto, as the' average attendance of a school increased from 400 upwards, another teacher or pupil teacher lias .been added to the.staff for each increase of. 50 iii average attendance. Under the. amended regulations an additional assistant (or junior .teacher) will be allowed for each -10 pupils. Probationers and Pupil Teachers (or . Junior Teachers). Probationers and pupil teachers (now junior teachers) were "granted increases in their allowances and.salaries in Juno last, but they are to receive further increases. Previously probationers received -C3O per nnnum for the first year; in Jnne tiiis was increased to Mb; under the new regulations-the rate will be £55. For the second year the rates were.iprevio.nsly ■i£3s; they were increased in Juno.to I'sO, and now they are to bo .£6O. In each case, probationers will be* allowed .£25. /per annum if obliged: to live away-from home. . '"..."•■ Previously pupil teachers (or junior teachers) were'granted: First year.. JJ3S, plus j>2o lodging allowance; second year, <£45, plus i£lo lodging allowance; third and fourth year, £bo, lilus .CIO ..lodging : allowance- These'.rates were .'.increased in Juno to ,£-10,' plus ..£25; .£SO, .plus jJ2S; and JC&O, plus -.£25, respectivelyi From January 1 the ■ old' "first-year" pupil teachership will bo abolished, and the rates will be:' .EGO, ,£65, and £65 respectively, with an additional ,£25 for lodging allowance if obliged to live away from home. Other Improvements, The Minister pointed out that in addition to. these alterations, the regulations would contain many other importa.iiHmprovements. For example,'infant mistresses must be appointed to the position of first i'emalo assistant in. the large schools. When a school falls in grade, the hoard will be required to take Die first opportunity of transferring the teacher to another position. , When the average of a school increases or decreases, the consequential increase or decrease of the staff will be madwto operate sooner than under the. existing regulations. Training College students, pupil teachers .and probationers who have served with the _ New Zealand Expeditionary Force within the period Aiigust 4. 1911. to November 12, ISMB, and who had not fully completed their course of training nt the time of proceeding on active service may, with the approval of the Minister, be granted special consideration in enable them to occupy certain posi- ' tions.
