TURKISH GENERAL PROCLAIMS HIMSELF GOVERNOR. , London, November 27. A telegram from Horns, on the Tripolitan coast, states that a Turkish general has landed at Capo Misurata from a German submarine and proclaimed himself Governor of Tripoli.—Aus.-N.Z. Cable Assn.
