A DAY ON THE ESTIMATES EXCELLENT PROGRESS MADE FINANCE BILL PASSED BY THE COUNCIL The Legislative Council met at 2,.'!0 p.m. yesterday. The Alilititry Decorations mid Distinctive Badges Bill was read a third tiims and passed. The Finance Bill was received from the-- Lower House, put through all its stages, and passed. The Hon. J. T. PAUL, epoaking on the third reading, protested against tho raising of large sums of money free, of income tax. lie thought that it might lead to a system which would ultimately result; in α-eiiiulialinnj and it, was a falso and dangerous policy to pursue. Tho only equitable method of raising loans was to givo to all investors the same rale of interest. "\! SIR FRANCIS BELL (Leader of the Council) said he ■ did not liko to hear it said that the people, of the Dominion might repudiate their responsibilities. The War Legislation Bill, which was received from the T/nver Rouse, was lead a first and second time and Teferred to the Statutes Revision Committee. At -1.25 p.m. tin . Council adjourned until 11 a.m. on Monday.
