ARROGANCE BRUTALITY AND BESTIALITY

Mr. Perry Robinson write: "The condition of Maubeuge strikingly adds to the general testimony as to tho Germans' rapacity, arrogance, and (grossest bestiality. General Holtman and three members of his 6taff occupied, the city officials' house. They were drunk every night, and emptied seven hundred 'bottles of stolen wine in five weeks. Other officers behaved similarly and were guilty during drinking bouts of indescribable acts of defilement. Maubeuge was fined nine million francs, besides an enormous total of individual fines. Many hostages were deported to Russia, where they died under the privations imposed on them. "The Times."
