4•question, regarding shipping was put to the Prime Minister by Mr. K Nairman (Rangitikei). Tbemember recalled a.statement made,by the leaders ot.the National Government on August 16, IJU, to a deputation from a ltomers Conferonce''on shipping,-to-the effect, that the Imperial Government was preparing a scheme whereby regular services ana .moderate- freights would be.ensured when tho Imperial control of shipping was removed, and'asked .if any discussion on the subiect had. taken place-at ..the Imperial Conference; and, if so. what'the, proposals of the Imperial Government are; or, failing Ihe formation ot any scheme, how far was the New Zealand Government prepared to assist tamers and farmers'. in establishing, maintaining, and controlling a line of steamers of their own in which to carry their produce to the world's markets. "The Government thoroughly understands the-importance of the matter referred to in the.question." replied Mr. Massev, "but- it is impossible for the Imperial' Government to deal with it in its entirety untilflthe war comes' to an' n;id and sliips from ihe mercantile marine are replaced on the, routes .from which they were taken for war purposes." ' Mr. Newman' said that a combine had beeniormed in shipping, practically under the control "of one* man. Surely that was a bad'position, for a country, like New Zealand to-be irf. Did the Government intend .to set up a board to inquire into the question of the control -of shipping?' The farmer,? were very much.opposed to nationalising the eittire Service with England,' but there were aspects of Jhe question which might very well receive the attention of the Government. The formers were prepared to provido the money for a steamer service, and they wanted the Government to assure theni a fair run. They did not want a, monopoly of any kind. -
