"The Government thoroughly understands the-importance of the matter referred to in the.question." replied Mr. Massev, "but- it is impossible for the Imperial' Government to deal with it in its entirety untilflthe war comes' to an' n;id and sliips from ihe mercantile marine are replaced on the, routes .from which they were taken for war purposes." ' Mr. Newman' said that a combine had beeniormed in shipping, practically under the control "of one* man. Surely that was a bad'position, for a country, like New Zealand to-be irf.
