ANNUAL REPORT POSITION REGARDING EMPLOYment; ■ \ Tho annual report of the D»])artinent of Labour for the year ended March 31, 1918, was tabled in the House of 11 epresentatives yesterday.
"Little difficulty has been experienced during the year in .dealing with naeniployment," says the report. "Eejiorts throughout tho Dominion indicate thut -the number of men requiring employment has been considerably less than in ■previous years, and in almost all cases applications, have been successfuly. dealt with. Despite anticipations to tlie contrary, there - : were' more men available during harvest time than were inquired for. by employers—in'fact, very few applications weia made for sucli men: ap.parently, the farmers rflied ,upou such labour as offered locally, together with their own efforts and those of neiehbburing farmers. ' . ■'"On-March 31, 1914, the total mala population aged from fifteen upwards was about 397,000. Approximately, the total number,of men withdrawn from industries, for military service,, etc.,.to date (abroad imd in Sew- Zealand) k 100,000— that is, one in every 3.97 (or approximately 1 in i).. The vacancies caused by the withdrawals from industries have been filled in,various ways, viz., (1) the employment of women and girls in otcupatioys hitherto ifilled by male workers, especially in offices;' etc.; (2) th? absoi'p-j tion of workers, from unessential' industries to : essjmtial work, and the postponement' of various kinds of non-urgent workj (3) the employment of persons who had retired from active work; (-1) the em-, ployment of boys and eii'ls on ienvinsf school to a greater extent than usual; (5) longer hours of work, and the assistance rendered by one farmer to another.' Durinß the year the Department has r-on-tinued to co-operate with the Discharged Soldiers' Information Department in.securjng'suitable employment for returned soldiers. , , | "In the fifteen principal towns of the Dominion women awl boys worked overtime to the extent of 461,575 hours, 27,(9? less hours than were worked (hiring tho 'last year. The number of permits issued' to children under 16 to work in factories ■was ' 2-435 —au increase of'iti over last year's total. "During the year, the number oT pro-secutions-under the Act throughout the Dominion totalled .38, and in'each case a conviction was obtained. "The Department has under preparation a number of additional regulations to make'specific rules regtivdinj the nature of the fire-escapes, heatiiiß, ventilation, sanitarv appliances, etc., that should be provided "for die protection of factory employees. It'was found necessary in 128-instances; to institute proceedings-tor breaches of the Shops and Offices Act, against 152 in the previous year, and m "12-1 instances'convictions were entered, as against US last year. Notwithsland%o the reductions in the staff caused, by, the war the work entailed in investigations 'of alleged breaches of awards nnu. agreements hns increased... , ' ■ "During the;-year 22 new unions were registered. The total, number of unions of employers has increased by four, with a membership decrease of 164, while tho number of unions of, workers hns increased bv'four, and the total membership oi same has increased by U35. There.was a total of 21 industrial disputes -.during the year. .- Several of these were ot a ■ trivial, nature involving the cesation of work >by a number of men for a ifew hours or minutes, or refusal to work' certain overtime. In tvelve.instnnces.it. -was found necessary to institute pro-, ceedings for breiiclie? of the ,Waf Eckulations, Indu'shiil Conciliation and At.bitration A'ct, etc. The year's expenditure' on councils of conciliation was X 3613, and that of the Court of Arbitration was £1470; a total'of. £81183, This includes'the salaries of the Conciliation Commissioners (.61500); and of the members of the Court (J328OO)."
