London, October 28. Mr Philip Gibbs writes a vivid account of the State entry of the King and Queen of the Belgians into Bruges. Every soul in the city, ho says, was hi the streets, and the windows and bat conies of every house -were decorated with flags. After reviewing the troops, King Albert went to the Governor's House. The emotion of the populace broke all bounds.
