THE COAL MINES
PLAN TO AVOID STRIKES. The conference between owners and workers regarding the coal mines trouble was continued yesterday. The main question for which the conference had been called had been settled the previous day, but yesterday the delegates discussed new matter. It has always happened that in all cases in which conferences liavo had to be held about labour condition's in the coal mines, tho conferences have been preceded by strikes, sectional most often, but sometimes general. Tho delegates discussed yesterday a scheme for the avoidance of s\ich cessations of work in the future. It is proposed that some sort of a tribunal be set up to dea, on the spot with difficulties which ma;v give rite to serious interference witl) the coal output.
