London, August 18. A sensational charge lias been brought against Ida Carter, a clerk of the Stepjiey Tribunal, of forging signatures to exemption .certificates. The defendant stated that young men asked for forms to keep them out of tho army, fuul gave Uie girl clerks money to buy cho:oktes. lho prosecution stated that out of eujlit: thousand men challenged in' tho East End five per ceut.
