Where the holding of a technical class in a country- district is practicable and .valuable the Department should grant a reasonable sum Io coyer the cost of such class, instead of paying capitation. Except where special provision is made it should be obligatory on employers lo enable their employees under eighteen to attend continuation classes without loss of wages.
