FRANCHISE BILL AGAIN THROWN OUT v Amsterdam, June 14. The rejectioi of the Franchise Reform Bill for the fourfti time by the Prussian Lower House is causing widespread bitterness, and threatens the disruption ot' the National Liberal and the Roman Catholic Centra parties. During the suffrage debate in the Prussian Parliament, Korsansky, a Polish depjty, declared that the suppression ot the Poles formed part of the Prussian caste's programme.
