Mr. Henry Morgonthau, the ■ former United States .Ambassador to Turkey, writes in tho June issue of the American "World's Work" saying that Baron Wangenheim, German Ambassador to Turkey in 1913, told him thai the Kaiser had summoned him jo Berlin for an Imperial conference, which was held at Potsdam on July 5. The Kaiser presided, and nearly, all Hie Ambassadors, General von Moltke, Admirnl Tirpitz, the leading hankers, and captains of industry were present. Tiio Kaiser asked each if ho was ready for war, and all answered "Yes" except the financiers, who said they must liavo two weeks in which lo sell their foreign securities and mako loans. Mr. Morgcnthan points out that a Serbian ultimatum' from Austria was sent on July 22, about two weeks, after tho conference, and adds that tho record of the flock exchanges tho ' world ovor shows that Gorman financiers used tho interval protitably.-Aus.-N.Z.
