NEW APPOINTMENTS. London, April 30. Brigadier-General Sir William Henry Manning has been appointed Governor of Ceylon in place of the lato Sir John Anderson, Sir Leslie Piobyn succeeds Sir William Manning as Governor of Jamaica, and Lieutenant-Colonel Charles O'Brien, Governor of the Seychelles, succeeds Sir Leslio Probyn as Governor of Barbadoes. —Reuter.
