Official.—The Emperor Charles's letter was communicated by Princo Sixfce of Bourbon, tho Emperor's brother-in-law, to President Poinearo on March 31, 1317. It states: "To manifest in a precise manner tho reality of my sentiments, I beg you to transmit 6ecretly and unofficially to President Poincaro that I would 6uppor(: by all moans and using all ray personal influence with my allies, the just, claims of Franco relative fo Alsace-Lorraine."
