Tho clause provides that in addition to mid without in j.ny manner, restricting Iho powers conferred by the War llegulations Act, 19U, and its amendments, tho Govornor-Gcnoral-in-Council may, by regulations under that Act, make such provisions as, having regard to the exigencies of tho present war or the conditions created thereby, he thinks advisnblo for any of tho following purposes:— (a) Procuring, exacting, enforcing, controlling, and regulating national service as hereinafter defined, in New Zealand during the presont war. •(b) Prohibiting or any service, employment, occupation, business., work, or industry, (c) Eegulating tho remuneration of national service, subject, however, to tho provisions of tho Industrial Conciliation and Arbitration Act, 1908, and of any awards or industrial agreements in force for tho time being under that Act. The expression "national service" means all service, employment, occupation, business, work, or industry (whether under the Crown or under any other employer or independent of any employer) which is deemed by tho Gover-nor-General-in-Council or by any authority appointed in that behalf, under any such regulations to be essential to the public welfare, and includes not merely personal service, but also the use of any factory, workshop, business premises, machinery, plant, or appliances for any j purpose deemed us aforesaid to be esscnj tial to the public welfare, but does rot i include military service as a member of ! an Expeditionary Force under tho Exi petitionary Forces Act, 1915.
