THE CONVENTION'S REPORT London, April 9The "Daily Chronicle" states that the report of the Irish Convention contain? no recommendations, but it is understood that it has arrived at a considerable measure of agreement. The ".Daily Express" says that the Home Rule Bill includes provision for an Irish .Parliament to sit in Dublin, with a responsible Exeoutive; military service safeguards for Protestant minorities; no control of the Arniy and Navy or foreign policy, and a >iew; arrangement about Customs. The universal military service proposals will be placed before the Irißh people as a"■ corollary to self-government.—Aus.-N.Z. Cable Assn.
