March 29, 5.5 p.m.) j London, March 28. j The "Morning Post's" Petrograd correspondent says that Petrograd is orderly and quieter than during the past year. Marauders are being shot nt sight. A beginning is boiim made with public works, and the foo"d supply is improving. The Germans have dropped the mask of frightfulness in the occupied districts, and have cunningly adopted the role of friendly advisers. All decent people are allowed to continue work, and aro given protection, while nondescript men out of work nnd criminal!? are shot at sight. The Germans will not conquer, but will organise Russia.—Aus.-N.Z. Cable Assn. RUSSIA'S FINANCIAL OBLIGATIONS CANNOT BE REPUDIATED.(Rec. March 29, 5.5 p.m.) London, March 28. The Press Bureau states that Britain, although under no obligation, provided tlie interest of the Russian Stale debt until March 31, but now discontinued to do so. The English 'and French announce that the- former Russian Government's obligations cannot be .repudiated by the authorities now in power without slinking the foundations of international law. The Bolsheviki officially , state . that after a sanguinary light tho'loynl Soviet and Ukrainian troops, assisted by naval forces, have retaken Odessa. —Reuter. SOVIET TROOPS REPULSE GERMAN FORCES CRIMEAN PENINSULA DECLARED A REPUBLIC (Rec. March 28, 7.30 p.m.) Potrograd, March 27. A report from Moscow states that the Soviet troops have repulsed the German TJkranian forces in several sectors. A big battle is proceeding at Mirgorod. The Black Sea Squadron assisted in the recapture of Odessa. Tho Germans have concentrated at Bachmatch. The Ukraine Government hag ordered tho French nnd British missionaries to leave the country. The Soviets have declared the Crimean peninsula to- be a republic—Aus.-N.Z. Cable Assn. Petrograd, March 27. The Soviet troops have recaptured Kherson and Nicolaioff from the Germans. The Germans have occupied Krementchug.—Reuter. FIGHTING AROWSEBASTOPOL (Rec. March 29, 5.5 p.m.) Petrograd, March 28. There is desperate fighting around Sebastopol between the Soviet troops and Austro-German detachments. Latest reports state that the Austro-Ger-mans are fifty versts (about 33 miles) from Ekaterinoslav.—Reutor. organisationlhhe red army TROTSKY APPEALS FOR COOPERATION. Petrograd, March 27. The Commissaries are removing the ex-Tsar and his family to the Ural region. Trotsky is appealing to the population to co-operate in the organisation of the Red Army. He announces that a decree is impending to enforce universal service, and to call up ex-utn-cers as instructors. Tho Checken tribes, under Russian officers, have rison against the Soviet's authority in the Caucasus.—Reuter. REVIVAL OF MILITARY SPIRIT AGAINST CENTRAL POWERS AND SEPARATISTS. [ (Rec. March 28, 7.30 p.m.) Petrograd, March 27. The Russian Black Sea fleet bombarded Suklrum Kaleh, a port in the i Caucasus, which has adopted a separate ist regime. This news, in conjunction with the capture of Odessa, seems to [to imply ti revival of the military spirit against both the Central Powers and the separatists.—Reuter. RUSSIA'S CHANCE TO REORGANISE AND DECLARE WAR ON GERMANY. (Rec. March 29, 11 p.m.) New York, March '>7. The United Press Petrograd correspondent says the Bolshevik leaders declare that the German offensive on the West front gives Russia a chance to reorganise, and declare war on Germany when the offensive fails.
