' COMMISSION CONCLUDED. By TcleEranh.—Press Association. Napier, March 24. The Hawko's Bay Rivers Commission, the Chief Justice presiding, concluded to-day. The questions to be decided are: What bodies are to contribute towards flood prevention, and in what proportion they are to pay. Sir Robert Stout emphasised tbe importance of saving the richest lands in Hawke's Bay from flood, but said the Government should put forward a scheme. The commission had to decide on. the fair rating of a scheme not yet in existence for which the expenditure was not known. It was like a blind man in a dark room looking for a black cat that was not there. The finding will be announced later.
