Tho Reichstag debated the disclosures, Hcrr von Payer (the Vice-Chancellor) stating that Prince Lichnowsky explained to Count Hertling that he regretted 'the publication of the memoranduni, which was intended only for the family archives. The Chancellor was not taking disciplinary action against Prince Lichnowslty. Herr von Payer declared that Prince Lichnowsky's primary mistake consisted of his exalted view of his own services and an extraordinary veneration for foreign diplomatists, particularly the British.
