ECONOMIC WAR
BRITISH POLICY ATTACKED BY DR. HELFFERICH. London, March 19. Dr. Helllerich (lute Imperial German Treasurer), in a speech at Hamburg, violently attacked the British policy for an economic war, and said: "If pcaco does not restore wliat our enemies have taken, Germany will lie crippled for years. We will be forced to fight a battle for our daily bread. AVe demand treatment equal to that of a most-fav-oured nation, open seas, open doors, and the unhindered delivery of raw materials."—"The Times."
