LETTER TO PRESIDENT POINCARE
Paris, March 4. Official documents confirm tho assertion of Sir George Buckuan, lately British Ambassador at Petrograd, that tho ex-Tsar would not have botrnjod tho Allies. An autograph letter to President Poincare, dated April, 1916, has been published, in which the Tsar stated: "I have firmly decided not to Jay down my arms except by common agreemont nfter a definite victory. Russia will recoil from no sacrifices to achiovo tho Allies' triumph."—Aus.N.Z. Cable Assn.
