AND MILITARY SERVICE. It is understood that the friends of Mr. P. C. Webb, M.P., are making an effort to liave him exempted from active service. Under present arrangements Mr. Webb must go into camp in March, and it is stated that thero is not the remotest chance that ho will be excused from this obligation save for a military treason.
