BOTHA DECLINES CONSCRIPTION
ENOUGH TROUBLE IN SOUTH AFRICA ALREADY. Caps Town, February 4. General Botha, Premier of Cape Colony, in opening a recruiting conference, stated that 29 ])er cent, of tlio eligibles in South Africa between tho ages of 18 and 42 had taken part in tho war. Ho declined a suggestion to adopt conscription, declaring that ho had enough trouble in tbfl country without creating more. What had happened in Australia had been a shock to men lileo himself who wanted to assist the war. Conscription would simply moan the, recall of men from Flanders to put down trouble in South Africa.
