AD VALOREM DUTIES Messrs. J. B. M'Ewan (acting-chair-man), T. Ballinger, AV. P. Cuthboi tson, T. C. .Dawson, T. W. Bridson, J. G. Harkness, J. Mills, I?. "\V. Waterhouse, C. Richardson, H. Jlainland, and J. M. Deck were present at a mooting of the council of tho Wollington Chamber of Commerce held yesterday afternoon.

The subject of a fairly lengthy discussion was a report brought down by a special committee on certain phases of ad valorem duties, which are said to bo acting a good deal more adversely on the trading community owing to war conditions than was anticipated when the systom was introduced. The matter is to receive the further attention of the committee.

Tho Palmerston North Chamber of Commerce forwarded the following resolution for endorsement-.—"That this chamber regrets to notice tho action of tho Railway Department in curtailing conveniences tor handling parcels in bulk, and trusts the Department will revert to its former methods in this matter."

The council discussed the matter, and generally djsapproved of the action of the Railway Department in placing suoh restrictions on tho express or carrying companies. The alteration in the system against which a protest is being made, is that embodied in tho New Zealand Gazette of November 22, 1917, and it affects forwarding agents and express companies who take parcels from various merchants or people to forward to other towns, packing them in crates. Parcels so forwardea in crates for distribution at destination are now charged double rates, instead of rate and'a half, while the minimum quantity now is scwt., in place of 2cwt. The Alteration is one of many adjustments made by the' Railway Department. Tho postion which has been created by tbe Gazette notice means (it is stated) that the penalty is so great that the carrying companies cannot bulk the parcels (in crates or cases) as they used to, as they would be mulct iii double the rate charged by the railways to the private firm or individual, and then the crate, or case, would have to weigh scwt. instead of 2cwt. This means that every pafcel is now forwarded separately to its destination, and in addition to its haing deprived of the protection afforded by a crate or case, a' considerable amount of additional clerical work is being imposed upon the companies and the railway officers (as a consignment note has to bo made out for each parcel, instead of there being ono for the lot), and, further than that, the railway officials have to handle perhaps forty or fifty parcels that were formerly handled as one. .The suggestion was put forward by a member of the council that tho Department was placing these on the carrying companies in order to interfere with their business, hut it was pointed out- that there were great differences in the wprk done by the Railway Department'and the carrying companies. After the position was thoroughly discussed tho council resolved to endorse the resolution from the Palmereton North chamber.
