ELECTORAL REFORM IN BRITAIN
PROPORTIONAL REPRESENTATION CARRIED BY THE LORDS London, January 23. The House of Lords carried by 132 votes to 12 Lord Selborne's amendment in the Representation of the People Bill, providing for proportional representation, on the basis of each elcctori being given one transferable vote in constituencies returning from three to five members. It is extremely improbable that the House of Commons will agree to the vital changes mado by the House of Lords in the People's Bill. The House of Commons has three times defeated the principle of proportional representation. If Lord Selborne's proposal was included in the Bill it would be impossible to pass it into law this session. The Government will probably invite the House of Commons to disagree with the amendments—Aus.-N.Z. Cable Assn.
