Under'peace conditions liner tonnage, ■to keep pace with normal growth, in- oversea trade, should have increased during the last three years by-not less'than 10 per cent.- Thus, if peace were, re-established next year, liner-tonnage of the United Kingdom must br* insufficient to meet the demands that would be made upon it to enable -the overseas communications of the United Kingdom to bo re-establish-ed.. The probable shortage would-not be. less than 30 per cent.
