FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for decreasing southerly winds, variable breezes preceding freshening northerlics. and weather fair to cloudy, but w ! th increasing cloudincss generally, and a change following shortly. Barometer falling soon in the south for the development of a westerly storm area. Atmospheric pressure has speedily increased. and moderate to strong southerly winds have predominated.
