January 17,'11.30 p.m.) London, January 16. The United Press correspondent on tho West front writes: —"A warm wind has transformed Flanders into a quagmire. Captured documents show that German troops from the East are arriving. Meanwhilo the enemy is eonserving his ammunition and other material wherever possiblo. An order to Princo Rupprocht's army group blames commanders for wastage in tho recent , fighting. It declares that some of tho field gun batteries fired 3450 rounds in ono day, tho light field howitzers 3100 rounds, and the heavy field howitzers 1600. "This is overmuch, rendering accurate shooting impossible. It wears out tho runs, a n t ] h CItCO an unusual percentage aro out of commission."
