KAISER APPOINTS A GOVERNOR FOR NEW GUINEA. Amsterdam, December 21. The "Koinische Voiles Zeitung" states that the Kaiser has appointed Privy Councillor Haber Governor of New Guinea. It says the appointment emphasises that Germany does not intend to renounce her colonies.—Renter.
