STATE CONTROL OF WHEAT PRICES

PRIVATE DEALINGS PROHIBITED
It shall not be lawful for any person, whether as principal, agent, or otherwise, to purchase, sell, or agree or offer to purchase or sell any wheat other than free wheat, or to bo concerned in the making of any such purchase or salo, agreement, or offer by any other person, whether in New Zealand or elsewhere, or to bo concerned in the fulfilment or performance of any agreement for the purchaso or salo of any such wheat, whether such agreement has been made in New Zealand or e ' s ®' where, and whether it lias been mado before or after the making of theso regulations. The terms "purchaso and "sale" include any mode of acquisition or disposition by agreement other than acquisition or disposition by way of security only. An option or right of purchaso or sale shall bo deemed to be an agreement to purchaso or to sell, as the case may be. . It shall bo lawful for the grower ot anv wheat to sell any quantity or quantities thereof not exceeding in the aggrogato 100 bushels to any other wheat grower for use by the purchaser as scod wheat.
Control of the Wheat Trade. Good milling-wheat will be purchased and resold by tho Government. All purchases and sales of wheat by tho Government will ho effected through tho agency of brokers appointed by tho Board of Trade and acting on account of tho Government. ' Government brokers will buy good milling wheat on account of tho Government at tho following prices:— A. Good milling wheat grown in the South Island— 1. Sold for delivery free on board at the nearest port— (a.) In January, February, or March, 1918, ss. lOd. per bushel. (b.) In April, 1918, ss. 10id. per bushel. (c.) In May, 1918, ss. lid. per bushel. (d.) In June, 1918, ss. lljd- P<* bushel. , , , (o.) In July, 1918, 6s. pel bushel; (f.) In August, .1918, ,6s. OJd. per bushel. „ ,„, n . (g.) In or after September, 1918, 6s. Id. per bushel. . 2. Sold for delivery otherwise than free on board at the nearest port— A prico equivalent as regards the seller to tho prices aforesaid. B. Good milling wheat grown in tho North Island — ' _ 2 , 1. Sold for delivery free on board at tho nearest port, being 'Wellington, Wanganui, Now Plymouth, Napier, Gisborne, or Auckland— _ , n The same prico as that of good milling wheat grown in the South Island and sold for delivery free on board at tho- nearest pott, - with an addition of 4d. per bushel. 2. Sold for delivery otherwise than, free on board at the ports aforesaid— A prico equivalent as the seller to tho price aforesaid. Government brokers will not purchase on behalf of the Government any wheat other than good milling wheat; nevertheless it shall hot be lawful for any person to sell wheat of any quality otherwise than to the Government until and unless it has been offered to n. Government broker for sale to the Government in pursuance of these regulations, and has been rejected as unmerchantable or as hot boing good milling: wheat. . On or before January 25,1918, every grower of wheat slia.ll niako to tho Wheat Controller a roturn showing, as at December 31, 1917:— (a.) The number of acres that are under crop for wheat on his land. . (b.) Tho estimated quantity of wheat to bo, obtained therefrom, showing separately tho different varieties of wheat. ■ (c.) Tho district where the wheat is grown, the railway station (if any) at which the wheat will be loaded for transit to the market, or tho method _ of delivery otherwise than by rail. (d.) Tho quantities of feed-wheat and seed-wheat which ho requires to rotain for his own use exclusively for feeding or sowing, showing each variety of wheat; separately. On or before June 5, 1918, every grower of wheat shall make to the Wheat Controller a return showing, as at May 25, 1918 (a.) The number of bushels, of each variety of .wheat ,grow» by him and threshed but hot yet 6old and delivered. (b.) How much of such wheat still lies on tho grower's farm, (c.) The location of any such wheat which is stored or held elsewhere. On or before June 5, 1918, every grower of wheat shall make to tho Wheat Controller a return showing, as at May 25, 1918:(a.) Tho estimated quantity of wheat, in bushels, which the grower has ■ still unthreshed, the quantities of each variety of wheat to be stated separately. (b.) Tho probablo date of threshing and delivery to the market. In the caso of all wheat remaining unthreshed on May 25, 1918, tho grower shall, within one week after tho threshing thereof, make to the Wheat Controller a return showing tho actual yield of each variety. On or before January 28, 1918, every flour-miller carrying on business in New Zealand shall mako to tho Wheat Controller a return showing:— (a.) The capacity of his mill. (b.) His output of flour, bran, and pollard during the years 1915, 1916, and 1917, showing each year separately. (c.) His probablo requirements _of wheat for milling for the period between 25, 1918, and February 28, 1919. , (d.) His carry-over of stocks of wheat, flour, brail, and pollard as at January 25, 1918. (p..) His storaco capacity for wheat.' Every flour-miller carrying on business in New Zealand shall, on or before tho 15th day of each calendar month, commencing in February, 1918, make to the Wlient Controller a return showing full particulars of all wheat delivered to him during tho last preceding calendar month_ in pursuance of purchases made by him. Every threshing-mill proprietor enrrvin? on business in-New Zealand shall, on"or before the 15th day of each calendar montli, commencing In February, 1918, mako to the Wheat Controller a return showing full particulars of all wheat threshed by him during the previous calendar month. ,
