Sir,—Where damage is caused by ; fires of suspected enemy origin, I would urge that a proportional fine be levied upon all enemy and lately naturalised persons within a radius of say. 20 miles of the place where tho fire occurred. Where conviotion is so difficult, this sort ,of rough justice seems the only kind'that is possible. The main thing is that it would etop tho fires. If this scheme came into operation, I would suggest that it be made retrospective, and that it shall cover such fires as those that occurred sometime ago at Trentham and New Plymouth. I wrote a similar letter at that time, making this suggestion, but diffidence and our rather pathetic- belief in maturer judgments and "abler peus" prevented its being posted.—l m ' 6to " PREVENTION.
