THE GERMAN PEACE NOTE
REPLY TO MR* BALFOUR'S STATEMENT (Rec. December 16, 5.5 p.m.) Amsterdam, December 14. A German official explanation legardiug Mr. A. J. Balfour's statement in tho House of Commons on December 11, says that Germany had received a communication so couched as to warrant a belief that it was made with tho knowledge of Britain. Germany was ready to aiiswor tho inquiry, and considered that a direct verbal reply through a neutral was the best course, but Germany's opponents did nothing to facilitate* such a direct reply. Mr. Balfour's statement was the first news reoeived by Germany that the Allies were ready to receivo a communication from Germany. No further steps had been taken bv Germany.—Reuter. [Mr. Balfour stated that in September last tho British Government had received from Gcrnnny a communication, sent through a neutral diplomatic channel, that Germany would be glad to make communication with the British Government reiarding the qnestion of peace. The Governmentreplied that tbev were prepared to receive any communication that Germany desired tn make, and discuss it with Britain s \llies. The Government then informed France. Ttaly, Japan, Russia, and the United States of the German suggestion and its reply. No answer had been returned, and no other official communication had been received.]

A secret order signed by jjiidendorf shows that tho German artillery losses are alarming, and proving that tho number of guns Tost monthly by a single German army is 870 held guns and 535 heavies.
