AEE THEY SUFFICIENTLY SAFEGUARDED? There is a feeling in some quarters that tho collection-boxes that 'are 60 numerously distributed among collectors on those daye when money is being raised for patriotic purposes are not controlled as rigidly as should be the case. Those who ltavo been closely associated with collecting movements are the best able to judge as to whether the systems adopted are absolutely proof against possible loss. There have been occasions when wooden boxes have been brought in with the collectors holding handkorchiefs underneath them to prevent, the moneydropping through cracks. On one occasion a box was found behind the stage in one of the theatres with a few pence in it, and there have been occasione when boxes used for collecting money on a Saturday hare not been returned until the following Monday, and so on. At least one gentleman in Wellington, prominentfy connected with patriotic work, views the system with dissatisfaction. In his opinion the whole method should be changed. He advocates that a new set of well-made boxes fitted with a proper lock, and so constructed that money once inserted cannot be extracted, should bo made, and held by the City Council, an 3 ffiat any society or nssooiation nutnoriscd to hold a collecting dny should pay the council so much for the use of the boxes, eacS of which should have a number, , and, further, that a careful note should be made of the name and address of every person who is allowed a box, the eame to bo returned within, say, half an hour of the closing time of the collection to the office or bank whore the money is to bo received, such return to be duly noted by a tick opposite the name. The'control of collectionboxes, he argues, should be on strict business lines.
