The "Daily Telegraph's" Rotterdam correspondent states that Von Hindenburg and Von Ludendorff are scheming vigorously for the prosecution of the ■war, indifferent to the controversies raging over the shuffling of Government offices,, coupled with a great winter effort to increase the output of war material. Von Hindeuburg is initiating a further development of man-power. Local authorities in Austria and Germany aro now empowered to call up men between 17 and CO, thus completely overhauling' the remaining man-power. Attempts at evasion of service are punishable by six months' .imprisonment or a fine of ten thousand marks.—Ans.-N.Z. Cable Assn. VON TIRPITZ ON THE PEACE DEMANDS Amsterdam, November 12 Admiral von Tirpitz, speaking at Munich, said: "The war will decide .whether Gormany or Britain shall exercise a protectorate over Belgium. Germany will gain military safety and economic compensation in Belgium. Wo can hold out longer than the enemy." Ho declared that it was absolutely necessary for Germany to retain Belgium in future, as a submarine base against England. Any peace without an economic indemnity would moan the defeat of Germany. They must remember that Antwerp belonged to tho Hanseatio League. Austria must have greater control over the mouth of the Danube,' and must control Trieste and the.Adriatic.-Aus.-N.ft. Cable Assn. THE RUMOURED PROPOSAL TO FRANCEBRITAIN NOT, AWARE OF IT. (Rec. November 13, 7.50 p.m.) London, November 12. In the House of Commons, Mr. A. J. Balfour (Foreign Minister), roplying to a question, said that tho Government wa» not aware that Germany had made an} peace proposals to France.
