The New l'ork "Times" correspondent at Washington states that Japan, aa the, result of the negotiations with the United States, will assume the fu,U risks of war, political as well as material. Japan will furnish considerable tonnjge for transport purposes, and will probably promise troops; but all the Allies must discuss the question. Tho United Stales will meet Japan's iron and steel needs with dispatch. It is thought that China is sounding the Allies with 2..proposition for sending Chinese to Europe.
