According to the "Tribune," Washington is advised tlmt Prince von Buelow, acting for the Kaiser, is prepared to offer a general peace to the Allies on tho buses of the restoration of Belgium, tho cossion of Alsace-Lorraine to France, and compensation to Russia.—Reuter.
