EXPEDITIONARY FOHCES.
THE EXEMPTION CLAUSE. A message -was road from the House of Representatives disagreeing with, the amendments made by the Council in the Expeditionary Forces Bill. The Council decided, oil the motion, of the Hon. J. MacGregor, to insist upon its amendments.
SIR FRANCIS BELL moved that the Hon. J. Ban-, the Hon. G. Carson, the Hon. R. Moore, and the mover'should be managers to draw up reasons for insisting upon the amendments. ■ This motion was carried, and the reason, that .in the opinion of the Council "no class of special exemption should be deiined," was approved. Subsequently the Council consented to a conference _of managers, to be held at 8 p.m. The Council met again at 9.80 p.m., and Sir Francis Bell reported that the managers appointed by the House to con. Bider the amendments in the Expedition, ary Forces Bill had been unable to reach an agreement. The Council adjourned until 11 o'clock this morning. _
