JAPAN'S MANA IN THE FAR EAST .
A "MONROE DOCTRINE." / Now York, September 30. Viscount Ishii, head of the Japanese mission in the United States, made a speech proclaiming a Monroe Doctrine in the Far East. Japan, ho said, does not seek to assail the integrity of the sovereignty of China, and-will eventually defend Chinese independence against any aggressor. Japan welcomes fair - end honest competition everywhere, End does not seek aggrandisement or spoliation of territory. Ho appealed to tho United States to be a partner and ally of Japan— Aus.-N.Z. Cable Assn.
