TREACHERY IN RUMANIA
. GERMAN PLOT TO SPREAD DISEASE GERMS. Washington, September 21. Mr. Lansing, Secretarj of State, has revealed another shameful abuse by the German diplomats. When tho United States Minister at Bucharest took charge of German interests after the Rumanian, declaration of war, a number of cases were sealed and placed in hie care. When the United States entered the war (lie oases were examined and found to contain high explosives and cultures of anthrax and glanders, with instructions for the nee of the latter obl cattle.— [The'above acts of treachery have beon previously mentioned in the cablegrams.]
