GERMAN APOLOGY TO ARGENTINA
LATEST DEVELOPMENTS IN SWEDISH SCANDAL LUXBURG RECALLED Buenos Aires, September 18. Germany has recalled Count Luxburg. Senor Pueyredtin, Foreign Minister, says that Germany's assurances which were made to the Undersecretary of Foreign Affairs are insufficient, and a formal Note from Germany 19 required. Germany has apologised for the Luxburg affair, and states that she entirely disapproves of Count Luxburg's action. It is generally believed that the Government of Argentina will accept the apology. , . Count Luxburg is staying at the Austrian Legation, and has asked Spain to secure him a safe conduct to Berlin. The Government of Argentina will consider the German Ministry' in Buenos Aires to be vacant until Germany makes formal disavowal of the recent breach of neutrality. Mass meetings, urging a formal breach of relations between Argentina and Germany, continue to be held.—Aus.-N.Z. Cable Assn. RAILWAY STRIKE COMPLICATES MATTERS. (Rec.
