The following statement, in regard to tho funds for the relief of distressed Belgians, is -issued on -the authority of tho Hon. G. W. Russell, Minister of Internal .Affairs. ' "The High Commissioner for i<ew Zealand, London, has advised that the United States Government accepted responsibility for liabilities incurred prior to taking over tlie relief of Belijhim. and that tho funds in hand should be he«\ for use at a later period.
