ANNUAL CONFERENCE

REMITS PASSED YESTERDAY

The annual conference of the Post and Telegraph Officers' Association was continued yesterday, when the question oi the war bonus was considered, and the following resolution regarding the matter was passed:— This conference is of the opinion tlvat tho allocation of a war bonus to .'nose spi'ciai distress owing to the depreciated spending powor of the sovereign is wroug m principle, but, aa tuo Government r-aa accepted this method of relieving officers on low salaries, it is imperative that tne married officer (especially the married &[- fr'er with children) Snd the single office,vith dependants do specially provided for. In the event ot tho Government adopting tho principle of officers with <iependants receiving special. consideration, the following basis suggests itself to the conference as a reasonable ono to adopt to cover all cases: — (a) Officers receiving less than ,£SO per annum to receive a bonus of £5. (b) Single officers receiving .£2OO per annum or less—£7 10s. (c) Married officers receiving .E315 or less—JEls. (d) Dependants of officers receiving less than *201 per annum— £i 10s. (e) Dependants of officers recoiving between ,£2Ol and .£315 per annum—,£3. . (f) Single officers with one or more dependant, to be treated as a married officer. (g) Tho onus of proof as to "dependants" to rest on the officer concerned. (h) Dependant to be a person who is either under tho age of 11 years or who is physically unable to add to tho income of the household' through lack of means or by reason of age or infirmity. That all non-permanent postmistresses who devote their full time to postal and telegraph duties be granted a "war bonus." The conference also passed the following resolutions:— This conference protests against the action of the Department in demanding a refund of the war bonus paid in 1916 to officers who, after receiving the same, left on active service." "That, the Department bo urged to grant half pay to those officers w.ho before or after leaving New Zealand witft the Expeditionary Forces have been transferred to 'specialist , duties, to take effect from the date of transfer." "That, as tho cost of travelling haa not been reduced, the reduction of travelling allowances from 103. to 7s. 6d. per day in the case of certain officers is not warranted." "That at all times when a linesman is called upon to perform duty away from headquarters, he be paid a reasonable allowance for meals, in addition to cost of transit." "That camp allowance of married officers be increased from 2s. to 4s. per day." That the overtime scales be reviewed with a view to making the overtime rates at least' equal to tho salary rates of the officers entitled to the payments." "That the hearing of all Publio Service appeals should be open to the Press. , ' "This association protests against the whittling away of the Publio Service Apnea! Board's powers to inquire into and settle tho grievances of Public Servants arising/out of the administration of the Public Service Act, 1912. It believes that Parliament intended that all such grievances should be .examined and adjudicated upon by the Appeal Board. Having the Government's promise to this effect, it calls upon the Government to inquire into the administration of the appeal clauses of the Act, and, if found legally necessary, to amend the Act so that an officer with a grievance shall first have to seek the assistance of the Supreme CouTt to have his appoal heard." "In view of the highly important local technical points submitted from time to time to the Appeal Board this association ro-affirms its wish' to. have a Stipendiary Magistrate appointed to the clfnTrmanship of the Appeal Board." , "That any appellant who so desires bo represented by counsel before the Appeal Board." "That the Department be asked to keep faith with the association in ' regard to employment of females on a permanent basis, and that no further permanent appointments be made during the war. It is deplored that the Department altered its decision in regard to advertisement for 'girls to learn telegraphy; employment temporary.' If, at tho' termination of the war, the Department found that it was-short of telegraphists, tho 'girls' could then be taken on permanently, and hack service count-, ed as from date of temporary employment."
