"That the present system of obtaining j refunds from patriotic societies in connec. I tion with returned soldiers who enlisted in districts outside the sphere of operations of tho society to whom rhe ? returned soldier makes application for assistance be. discontinued, and in lieu c thereof associations shall meet the needs ' and assist returned soldiers who may apply to them and have been domiciled '' in or enlisted from other districts in exactly the same manner as would be done had tho soldier teen domiciled or . enlisted from their district.
